Sabrina Noah

Sabrina Noah is a government affairs executive, land use expert, and corporate adviser based in Santa Barbara, California. She has over two decades of experience serving healthcare-focused clients in nascent industries, including multistate cannabis operators, pharmaceutical researchers and manufacturers, and financial technology firms.

Sabrina’s approach blends deep analytical insight with a collaborative spirit, bridging diverse stakeholder perspectives to develop nuanced public affairs strategies. She is dedicated to crafting solutions that not only meet regulatory requirements, but also advance organizational missions with precision and purpose.

Her career began in traditional government affairs, supporting major clients like Ford Motor Company, PhRMA, and the Republican Party of Orange County. After a personal experience with cancer affected her family in 2013, she pivoted into cannabis policy, working at early corporate pioneers Moxie and Cresco Labs to help expand patient access. Sabrina directed comprehensive government affairs strategies across all three branches of federal government and all 50 states, playing instrumental roles in the passage of medical and adult-use cannabis legislation. She also led application teams that secured first-round commercial cannabis licensing in Arizona, California, Nevada, Ohio, Pennsylvania, and Utah. She is a founding member of the Coalition for Cannabis Scheduling Reform.

Sabrina is also principal at NRM Consulting, where she guides cannabis, digital asset, and wellness technology companies through complex regulatory landscapes while advocating for patient-focused healthcare innovation.
