Support Coalescing Behind a “One-Plant” Regulatory Framework
Over the past year, Strategies 64 has had the privilege of participating in discussions among marijuana and hemp business leaders collaborating informally as the “Commission.” While the group represents a wide range of perspectives, participants have reached consensus on several key elements of federal cannabis policy reform. The convener of the group, Adam Rosenberg of the National Cannabis Industry Association, recently outlined these areas of agreement in a recent op-ed in Marijuana Moment. They include:
- Regulating end products rather than source material
- Establishing appropriate age restrictions
- Addressing synthetic cannabinoids
- Distinguishing distribution channels
- Enabling interstate commerce
- Creating a coherent licensing framework
These points of consensus closely align with recommendations in our recent white paper, The One-Plant Solution, which expands on them with more detailed analysis and policy recommendations, offering a foundation for a unified approach to cannabis regulation.
At the core of this work is a simple but powerful idea: ending federal prohibition and regulating cannabis as a single plant. This concept is gaining traction across the industry, emerging as the focal point of advocacy efforts and receiving dedicated space in conferences hosted by regulators, medical professionals, and attorneys.
We are encouraged by this momentum. While neither the Commission’s work nor our white paper is final or exhaustive, both are intended to serve as starting points—frameworks that stakeholders can refine and build upon.
Achieving meaningful federal reform will require alignment, collaboration, and continued engagement across the cannabis ecosystem. Coalescing around a one-plant regulatory framework offers a clear path forward toward our shared goal: ending federal cannabis prohibition once and for all.
